Emergency Communications Plan
Stay connected when cell networks fail: comms plans, radios and rally points.
Educational guidance, not an emergency service or certification. Follow local authorities during an emergency.
The plan comes first
Write down who calls whom, an out-of-area contact everyone checks in with, and where you meet if separated.
Layers
- Cell phone (texts first)
- NOAA weather radio for alerts
- FRS/GMRS handhelds for short range
- Amateur radio for regional reach (license required)
Power
Power banks, solar charger and spare batteries.
Rally points
One near home, one outside your neighborhood, and a long-distance destination.
Key points
- Write a family comms plan with an out-of-area contact
- Texts often get through when calls don't
- Keep a NOAA weather radio with batteries or hand crank
- FRS/GMRS radios for local family comms
- Set two rally points: near home and out of the neighborhood
Put it into practice
Three scenarios, then one safe practical exercise. You can change answers after reading the explanations. This is practice, not certification.

Practical exercise
Contact-card drill, 15 minutes: With household agreement, write an out-of-area contact, a nearby meeting point, a backup meeting point, and a check-in time on a card for each person. Rehearse a clearly labeled practice text with your contact. Keep phones and emergency alerts on, do not call emergency services for practice, and do not travel into a hazard.
Practice only in safe conditions. Do not disable utilities or safety equipment, take medication, expose yourself to hazards or perform medical procedures for a drill.
